John Phelps Courthouse Annex

Prozign was selected to perform full architectural services for the new Pasadena, Texas Courthouse Annex. The Annex is centrally located on a 7-acre site and the project totals approximately 65,000 sq ft. The new design will consolidate environmental services and pollution control within the new Annex that will also serve as a central command center in the event of a natural disaster. Key departments include offices for the Constable (w/ a Sally Port), Justice of the Peace, Juvenile Probation, Ancillary Services, a County Clerk Office, Tax Office, Precinct Two Office, and Pollution Control/Environmental Services.

The Constable office area includes space for the Constable, Chief Clerk, Chief Deputy, Captain, as well as for the Clerical, Warrants, Civil, Dispatch, Patrol, and Contracts Departments. Other features include narcotics storage, waiting area, open file area, training room, juvenile interview room, break room, restroom, shower area, supply room, kitchen, and holding cells. The Justice of the Peace includes space for key personnel including the Judge, Administrator, Clerks, DA, and additional support facilities such as the Judges reception, court room, jury room, meeting room, break room, Police/DA/DOS waiting, and a closed file room.

Ancillary Support Facilities include a commons lobby, public toilets, mechanical room, mechanical yard, electrical room, custodian/janitor room, data/telephone closet, vending area, entrance vestibule, overflow seating area for the court, large conference/training room, and a Facilities Manager/storage office. Pollution Control is the largest component of the Annex and totals over 28,000 sq ft. The department includes key personnel offices, laboratories, reception area, records room, training area, auditorium/classrooms, conference area, break rooms, locker room, hazardous waste area, and multiple storage areas.

The building is steel frame with masonry facade and includes surface parking for 440, with an additional secure parking area for the Environmental Services Department.
